Message templates are reviewed by Meta before they can be used. This is usually quick, and until it finishes your notifications continue to go out so nothing is missed.

Once the templates are approved, every visitor and host notification is sent from your own verified business number.

Review is usually quick, though it can take up to 24 to 48 hours and is typically slower for a business account that is brand new and not yet verified. Your notifications keep going out in the meantime, then switch to your own number once approval lands.
Because the WhatsApp Business Account belongs to you, Meta bills you directly for conversations at their published rates. You will add a payment method to the account during or shortly after setup. This is the same thing that makes the number portable: nobody is reselling messaging to you.

After that, Pass Point creates the required notification templates on your account and Meta reviews them. No. Meta's Embedded Signup lets you either select an account you already have or create one during the connection flow. What you do need is a phone number that is not already registered to a personal WhatsApp account, and access to a Meta account with permission to manage your business.
